Model Citizens — Est. 2026

Civic infrastructure for the AI era.

The four-plane operating system — experience, orchestration, intelligence, and agents — that turns government services from a maze into a single, simple, AI-native interface.

Now accepting briefing requests from state and municipal officials.

The Platform

Four planes. One civic operating system.

Most civic-tech vendors sell a website, an app, or a chatbot. We sell the four interconnected layers that make any of those work at scale — citizen experience, service orchestration, policy intelligence, and AI agents. Each plane stands alone. Together they compound.

01

Experience

Citizen and government-staff surfaces. The front-facing layer where policy becomes service — built to USWDS, Section 508, and WCAG 2.2 AA from day one.

  • Design System (USWDS-compliant)
  • Accessibility & Multilingual
02

Orchestration

The integration layer that abstracts agency-system fragmentation. Eligibility, cases, identity, and communication move across HUD, SSA, VA, CMS, state Medicaid, and municipal back-office.

  • Service Integration Layer
  • Eligibility Engine (rules-as-code)
  • Case & Workflow Orchestration
  • Document & Identity Wallet
  • Civic Communication Platform
03

Intelligence

Analytics and the policy-feedback loop. Service delivery, equity, and operational KPIs surfaced to the people who can act on them.

  • Service Delivery Analytics
  • Equity & Access Dashboards
  • Policy Impact Modeling
  • Operational KPIs
04

Agents

An AI-agent layer that does work, not just answers questions. Citizen assistants, caseworker copilots, and eligibility advisors orchestrated together.

  • Citizen Assistants
  • Caseworker Copilots
  • Eligibility Advisors
  • Multi-Agent Orchestration
Solutions

Built around how people actually live.

Citizens don't experience government as a list of agencies. They experience it as moments: starting a job, finding a place to live, applying for school, navigating Medicaid, becoming a citizen. Our solutions are organized the same way.

For Government

Made to be bought.

Civic technology is only as good as the procurement that brings it into government. Model Citizens is being built from day one to be acquirable — through state vendor registrations, cooperative purchasing, GSA Schedule, and direct municipal contracts. We talk about contract vehicles up front because we believe vendors who hide them are vendors you should not trust.

Brian Miguel

FOUNDER & CEO

Brian Miguel served as Interim Executive Director of the Technology Modernization Fund at the U.S. General Services Administration, where he led evaluation of more than 120 agency proposals and deployment of approximately $500 million across 13 federal agencies.

Before TMF, he authored guidance under OMB Circular A-11 on capital planning and investment control, served as a Contracting Officer's Representative on multiple federal modernization programs, and led the Azure and Microsoft 365 migration for the Organization of American States — a 35-member multilateral institution.

Model Citizens is what he's building next — the civic operating system the federal experience he came from could only partially deliver.
